Lithium Battery Rule Change

Well, in a way the DOT has done kind of an "end-around" play. While their rule with the significant, systemic lithium battery changes proposed almost two years ago -- while that rule has not yet gone through, the DOT is now supporting UN changes that amount to much of the same thing in many areas. It is going to be VERY challenging for the average human to absorb and understand all the intricacies of these new rules when combined with all the existing rules.

However, as you can see from an exploded view of that flowchart:

It's a mess and that doesn't even include all the twists and turns of the new rules (i.e. 2.7 Watt-hours instead of 100 Wh and .3 grams of lithium for primary batteries vs. 2 grams (or 1 g per cell) -- and these new thresholds don't REPLACE the old thresholds they are IN ADDITION to the old limits and are now dependant upon the number of batteries or cells in each individual package.
